Unhappy 1997 Dakota 3.9 "NO CHECK ENGINE LIGHT"Monitors "Not Ready"

1997 dodge dakota 3.9 auto 2 wheel drive..Quit on Highway ,no fuel pressure.Check engine light not lighting (bulb good)fuel pump works fine when jumped ,OBD2 test - bad O2 downstream sensor (replaced),"monitors not ready" message ,won't pass inspection . I hot wired the fuel pump through a keyed switch and the truck now runs fine but the "monitors not ready" message and "no check engine light" problems still are there .I've checked the ASD and Fuel pump relays .I Got a rebuilt and reprogramed PCM. But I still have SAME PROBLEMS. I Checked the wires under the relay distribution center, The wire connections appeared fine but were re-soldered and taped But it Didn't fix it . please advise It's been to a local mechanic but he hasn't been able to find the problem either . I was told today it could be a bad guage cluster. Help!!!!!!!!!!!!!!

Re: 1997 Dakota 3.9 "NO CHECK ENGINE LIGHT"Moniters "Not Ready"

Most states run the test as per the federal test procedure. The check engine light must illuminate at key on with the engine off. The vehicle is started and the light should go off if no codes are in memory. That is the first part of the test. The next part of the test is the # of monitors that are ready is looked at. Most states are set up to allow 2 monitors not ready and the vehicle will test. If not enough monitors are ready in some states the vehicle will fail in others it is rejected. Monitors looked at are EVAP, O2 Heater, O2, Catalyst, and EGR. In order to run the monitors a (DRIVE CYCLE) must be performed. A drive cycle is a certain way the vehicle has to be driven; because a monitor is actually a test the computer is running to check a certain component. Say it might turn on the EGR ansee what the change is from the MAP sensor or the O2. You might try the dealer for a copy of the drive cycle or even google it. Follow it precisely and don't skip any steps. You may look at getting a n extension on the truck or a waiver at this point. The link is for your states laws on emission testing.

Re: 1997 Dakota 3.9 "NO CHECK ENGINE LIGHT"Moniters "Not Ready"

Thanks for the info but I already knew most of that . What I don't know is What or where to check for to correct the problems. I've done the "drive cycle tests a few times and a few different ways but no difference in problems .This has 2 good mechanics drinking heavily...........Are there Any known bad harness areas besides under the PDC? Thanks
