wiper..broken, not multifunction switch

So i asked about this before..my wiper is still broken. its weird, i changed the switch..and yes, the inside of the switch was all worn out.

here are the weird-ass symptoms.
1) turn the car ign to ON, car off : switch works great! no problems whatsoever
2) start car: wiper Spontaneously starts moving on/off. the 'delay' function doesnt work on the switch when it does that.

i am assuming: wiper is shorting out somewhere! i cant figure it out so i have a few question for everyone.

does the switch control the intermitent stuff? is the relays built INTO the circuit board in the switch? or is there an external one..

i am thinking of geting +12v(acc), wiring it straight up to the wiper switch. anyone think it will work? or will it cause me more grief..

my car seems to have electronic problems.. and it also is a bit rusty in places.. i have this bad feeling it was flood damaged..and all the electronics went 2 hell. speakers were blown, my dash gauges arent working too well, my stereo was dead, the lights flicker on/off @ idle (idk, the alternator is charging good, the car starts in like two cranks..) also, the interior was really really clean, as tho it was just changed recently.

anyyyway. any ideas what to do?
