99 sephia clutch prob will not go in gear

Well this is my friends car. Its a 99 sephia with 95k miles it a 5 speed.

The clutch last week was sticking like it was gumming coming up like a spring went out.

Well today it would not go in gear while running. (any gear)
It will go in gear if it off. But then I try to start it, with my foot on the clutch and on gear it learches forward like i am not pressing the clutch at all, But the netral safty switch works.

So whats up?? linkage? Does it have a cable or hydrolic cluch???
