TPS on a 91 Park Avenue

Service engine light on my 91 PA came on over the weekend, My Code scanner says it is a code 22 which is low TPS. Manual says that a dealer has to install this part and adjust it. Is this correct. What is to adjust?

Does your scanner have the ability to display the sensor output voltage?

Yes it does. I just realized that and should have know it, but I have been in Iraq for the past year and have not used it at all. It should tell me where to set the voltage. I believe it should be around .040
