2003 Monte Carlo SS rear defog no working!!

Ok im fed up now. i've changed all fuses, all relays, changed the climate control module w/ the Rear Defog button on it and still my rear defogger will not work. Checked grid lines, connections, the whole 9 yards. my guess now is can the circuit breaker be bad? my thoughts are tho if it is bad then the power seats wouldnt work either right? cause the power seats and rear defogger are all on the 30amp breaker. WHen i hit the button the lil light comes on but the relay does not click. Also i will mention this. I had my oil changed at a cheap lil oil place, when they changed my cabin air filter they knocked off a seal and Niagara Falls was leaking on the passenger side everytime it rained. Could that have done something? and can it be fixed?
