Question timing belt position

my uncle needs to know the timing belt position for crank to cams on a 1994 caravan 6cyl 3.0. thanks and merry christmas!

there are arrows on the cams gear that line up with notches on the timing belt cover behind it(almost pointing to the top) and the crank gear has a mark punched onto it that lines up with a notch which is just slightly off the top centre.do you know how to adjust for proper tension of the belt?and one more thing if it's not done correctly on this engine the valves will come in contact with the pistons and cause damage.did the belt break or just replacing it?hope this helps.
