This is normal. 2 wheels driving 2 brakes working unless you are stepping heavy on the brakes then all wheels locks up. 4 wheels driving then 4 brakes are needed to stop.

The two systems are quite separate from each other, and there will be a lot more front bias, then rear bias, so the front wheels are more likely to lock under hard braking. But, if in you have locked centre diff when in 4WD, locking both front wheels with the brakes, will also lock the back wheels. This is quite normal.
