Question Fuel pressure tests

Having sputtering problem on '87 Jeep Cherokee w/4.0L & automatic. Recently rebuilt engine ran fine at first. Now after 300 miles, it has developed a sputtering during acceleration. It feels like it is due to lack of fuel. It does have a new CPS and O2 sensor, as well as a new fuel filter. Fuel pressure is 32 psi at idle, raising to 38 with vacuum disconnected from regulator. Leak down test gives 24-26 psi after 30 minutes. However, when the return fuel line is pinched, there is no increase in pressure as listed in my Haynes manual. Should there be an increase to the 95 psi range, or does the regulator keep it down?

Cool Re: Fuel pressure tests

test the TPS...also..what kind of spark plugs....
look at the distributor cap and see what the wear pattern looks like....the shaft can develop a wobble...
