93 PI CV - no electric then it comes back

I have a 1993 Crown Vic PI model and have had electical problems before that were traced to a faluty wire in the fuse box.

Issue: Car runs fine then shut off engine and when go to restart there is NO power. All lights, indicators and systems are dead. Battery shows a full charge.

Mechanic that first fixed it found a split wire coming out of the fuse box and spliced a replacement into place. This fixed that problem for several months. Now the problem is back. I checked the wire in question and there seems to be no problems with it in the lenghts that i can trace. I cannot get the Fusebox to come off the body so I can check the underside for corrosion.

I show that there is voltage in the box for all fuses EXCEPT the ingition coil. I may not have been testing this correctly, after finding no power there I went to turn the key and suddenly there was power?!?!?!?

Any suggestions on removing the box without destoying it? The bolts in the wheel well are rusted and I don't like my odds of removing them without major damage. The plastic box itself does not want to come loose from the mountings.

I feel there there may be a bad connection or crossed wire that is causing a short once and a while.

Any thoughts are appreciated.

The one fuse use a 12v test light and check both sides touch the metal.
The coil fuse should't be hot unless the ignition switch is on. Try some penetrating oil on the corrision. Check the ground wires for corrision clean and coat with penetrating oil. Get pb blaster penetrating lubricant. Spray the corroded bolts and let set over night so you can check the bottom. The ignition switch is on the column about 12 to 18 inchs from the key. Wiggle the key it might be going bad. A rod which the key turns moves the switch. Check voltage at the switch.
