Bad Efficiency

Only getting about 26 on the Highway ('96 SOHC). Changed airfilter and plugs and wires. Have been using soem STP fuel injector cleaner. Could it be the O2 Sensor or Mass Airflow Sensor?

The neon doens't have a MAF sensor. What about the PCV valve? That can affect gas milage. Are your tires inflated properly?

What is the present mileage?
Did it used to get better?
Or what did it usually get?
Any codes or check engine lights?
Whar kind of plugs did you feed it?

Tires are fine
Bought it used and it isnt getign what its rated to get
No check engine light
I bought some cheap plugs from autozone...cant remember exactly what they were.
So are you ruling the O2 sensor out?
What else could it be?

I'm not ruling out the O2...that can cause bad gas milage also. Usually throws a code though. Have you checked your exhaust manifold for cracks and/or leaks?

What is the mileage on it?
Cheap plugs may be good or bad.
It is not a mater of cheap but are they the right brand and gaped and set right?
Tell us what kind/brand and no and what did you gap them at?
Nobody is ruling out 02 or anythings else.
It needs proper testing to start with.
Many things affects gas mileage.
And do not believe all of them gas mileage ratings.
If you read the fine print they say something like estimated not actual.
Driving habits has a lot to do with it to start with.
I would check around with some other neon owners and see what kind of mileage they are getting.
26mph may be bad or may not be but to me it does not sound to bad.

NGK Plugs
Didnt change the gap....just took them out of the box and installed them...the car ran better after putting in the new plugs.
THe car seems like its running rich (smoke comes out of the muffler when you put the pedal to the floor)...and thats why i think it might be the 02 Sensor
