power door lock problem

I have a 1995 Lumina 4 door & am having trouble with the power door locks. What she is doing is the drivers side doors lock & unlock fine. The passenger side doors just lock but do not unlock with ether switch. I pulled the door panel off the passenger front door & checked for power which she is getting to the actuator. I also sprayed it with WD-40 & checked to see if anything was binding but found nothing. Does anyone know what could be causing this? Also does anyone know how to take the actuator out? I took the three screws that hold the latch to the door & it came free but can't get it out!. Thank you for any help anyone can give me!.
