96 integra LS DIY?

Hey all, very informative forum. My 96 integra LS 4AT hatchback was stolen recently. It was recovered within a day, but the front seats, distributor, and spark plug wires were stolen. Looks like they cut the wire off the harness to get the distributor. The insurance company took it to a Honda dealership to get an estimate. OF course, they want to use all new parts (wiring harness, distributor, seats), so the insurance company decided to pay me out for the car. I'm thinking about buying the car back (since they're asking $700). So here goes: wiring harness: I know I can find them used, w/ 30day guarantee for about $100, same goes for the distributor. Is replacing the entire wiring harness a DIY type of job? By DIY, I mean, I can read a manual, but don't necessarily have specialized tools (nothing more than sockets, wrenches, the usual for oil changes, spark plugs, air filter, etc). Is there an alternative to replacing the entire wiring harness (ie just repair/splice the part of the harness they cut). The car is still at the shop waiting for my decision to keep the car or not. So I haven't checked to see if they stole the ECU or cut other wires to steal sensors. I doubt it though since my passenger side floor looks untouched (so I was told that was the access point for the ECU). Also, I don't think they took anything else seeing as they started to remove a back seat, but didn't finish, and thought about taking the wheels b/c one of the lugnut covers was removed. So my assumption was that something spooked them and they didn't have much time. Any advice would be greatly appreciated!
