Auto dealers license bond

So I graduted a month ago and I've been getting everything planned out to own my own business and a dealers license is something I think could help me get there faster. Now I've been googling for the pass couple of days to get a better understanding of how it works. I got it a little, but I've got some questions.

1. Do you actually need to have a business up and running?
2. Here in NY, you need a $10,000 or $25,000 bond, but I've found a insurance company that will do Premiums for $60 for 4 years. Can this be trusted?
3. How much of a discount are we looking at with this?
4. Does it cover salvage title or any other special titles?

I'd take any advice anyone has on this subject.
