help there is nosie wen i steer on my 98 accord

car- 1998 inline 4 honda accord lx 2.3L 4 door.


when i am at a complete stop and i turn the wheel, there is nosie coming out. when i poped the hood, the nosie comes from around wehre the timing belt is. ALso around my power steering fluid compartment, the cantainer is full... well it looks full too greasy to see well... but there is like oily substance around that area where it looks like a leak...so i went and got the power steering fluid for the car and fulled it up...but there is still noise and still driving it wondering if it will go away since i put in new fluid.

here is when i hear the noise.

1. when at complete stop
2. wen doing a slow turn
3. braking and turning at the same time (wen parking)
4. that is so far what i know.

does anyone know what the problem is?
and if it is gonna be an easy fix that is cheap or the oppisite?
