Question '00 GLS Fuses keep on Blowing..

Hello everyone,

I've been having a hard time with my Power Windows, Door Locks, Rad Fan Switch, and Cigarette Lighter Fuses always blowing on me when I replace them. I was told be a mechanic that it is a Relay Switch board that needs to be replaced which is located underneath the battery. When I went to VW to ask how much the part is, they could not find the relay switch board underneath the battery....

Would anyone know possibly why my fuses are blowing so easily? It makes sense that it would be a relay switch board that is totally blown.. but VW says there is none underneath the battery? Is it the board on top of the battery?

there is a relay pannel above the battery, one inside the car above your feet.
