Do you know which kit is installed? I installed the Transgo Reprogramming Kit in a 4L60E car. The kit came with 3 washers for the 1-2 accumulator. This gave the installer the choice of mild to wild. With 3 washers, it will probably chirp going into 2nd every time. I went mild. I get nice 1-2 partial throttle shifts. If I floor it, it will chirp 2nd. The kit also improved the 2-3 and 3-4 shifts.
You could pull the 1-2 accumulator and look to see how many washers are installed, if you can find out if they used a Transgo kit. I don't know enough about other brands of kits.
In my opinion chirping 2nd every time will cause the tranny to wear out faster or even break. It really comes down to how you want the tranny setup.
If you are not up to working on it, you could probably get a reputable tranny shop to soften the 1-2 shift. The pan has to be dropped but it is not major surgery.
