low clutch pedal on 91 Passat GL

I can't seem to find what the problem is with my clutch pedal. It was sticking near the floor before I had a kit put in(pressure plate disk and bearing).The system was bled of all air . I still have a pedal that engages near the floor. Any help???

My clutch will stick near the floor if I keep it held in at stop lights and such. It's either the clutch master or slave bleeding back. I'm too cheep to put in both and fix it for sure, so I just sit at lights in neutral.
