Car only starts when jumped

I have a 1994 Plymouth Laser, Car will not start unless jumped, I have replaced battery, alt, and starter, it does show a drain on the battery, I have pulled all fuses one at a time and the drain is still there, I cannot locate any short, anyone with any idea?

Start pullin relays, they can cause a drain too if faulty
