Timing Chain and 92 S10 Blazer service manual

I've been tyring my best to get my 92 S10 Blazer back up from 13 mpg to at least 17 like I used to get. Fuel filter, valve seals, rear differential, cleaned the K&N air filter, began to drive better (not so rough), etc. I also have trouble starting the vehicle after driving for long periods. I've heard that can be from a worn timing chain, which could also cause bad gas mileage. Good idea to replace it? And what would be my cost on that and should I do anything else while getting that done??

Also, I recently became friends with a car dealership's owner. Real nice guy. He was nice enough to give me his place's copy of the 1992 Chevy S10 Blazer Service Manual. If anyone every needs any information that may be in it, just let me know.
