Multiple Honda Issues

I know about messageboards and how this site has so many threads there's going to be know way that I'm gonna have something that couldn't be searched.

But....

I can't deal with this too much more and I'm looking some help.

I'm in college and just bought a 93 Accord LX. There has been several things that I have had to do this car. It's in wonderful "body and intereior" shape. But the girl that owned it treated it like shit.

The air filter was black and gooey.
The F R axel was almost seperated.
The check engine light is on
All fluids were low
There is no pressure on the brakes
The oil was blacker than black
The car will not go past 3500 rpm (that's in park, drive, neutral - whatever)
----- on the highway the fastest it will go is 75 becuase that's 3500 rpm

The car only has 100,000 miles on it. As soon as I bought the car I went and purchased a new gas filter, new plugs, air filter, and an axel.

Everything went fine on all of those repairs except when I changed the plugs they were all covered in oil. The top parts. After the new ones were in and the car was started, there was heavy white smoke. But it went away after it was burn off. I guess that means that the valve cover gasket is bad?

Changed the axel with no problems, the oil, oil filter and air filter.
Still can't get the car to rev past 3500 rpm.

Did the jumper and got some codes off my CEL. The codes as I was told would blink and pause and blink faster et cetera. Here's what I got (each blink is a pause and each pause is a pause)

blink, blink, blink, blink, puase, pause, pause, blink, blink, blink, blink, blink, blink, blink, blink,

Then it repeats with a 3 second puase between the 8 and the new 4 basically it blinks 4 then 8 then 4 then 8 then 4 then 8...

Any Ideas on that. Don't know if that's a 4 and 8 or 48.

Please let me know.
