93 Bonn: Traction Control

My 1993 ssei traction control light is not coming on. I took it to get an emmissions inspection and they cant do it because traction control wont disengage. They need to put the car on the inspection treadle and go 15-25 mph. Is the traction control part of the tranny. Is there a way I can just dissconnect it.

Another issue is that when I start the car after it has been sitting cold for a while I try to put in gear and the car wont move, I have to let it warm-up before it will even kick into gear and go anywhere.

Any suggestions:

THe GM computer shows a traction control switch (part# 25620929) mounted in the center console under a cover to the drivers side of the shifter on console shift models.
