Angry wipers and theft system

today i went out to my 1996 z24 and turned on my wipers out of nowhere when i shut them off before backing up they went to the center of the windshield straight up and down as opposed to the regular off position i have seen this quite a bit on other cavaliers and sunfires but dont have any idea on the problem and high speed wiper seems very slow and it stalled when i went from reverse to first didnt jerk but theft light came on after restarted and had to shut the car off to make the light go off. its really weird cause i have never had any probelms with it before
