Clutch Bleeding - No pressure

I had to re-clutch my Amigo. In doing so, I replaced the master and slave cylinders. I've bled the system with no remaining air. Here's the problem. The system won't develop pressure. The pedal still falls to the floor? Any advice?

this is what i did ... i connected a vacuum to the slave and had someone pour fluid ... i then proceeded to suck the fluid thru the bleeder screw on the slave until all the old fluid was gone .... tighten the bleeder screw.... pull the petal up ...and started pumping the petal... it rose all the way up...pressure waws restored
