hard starting and theft light is on...

Here is a problem I had over the weekend. My 96 starting running with a high idle out of the blue when I got home and tried to restart it it started really hard once it was running the theft light was on NOT BLINKING. The idle was fine I took it out for a drive and everythign was fine but the theft light ever took it on the highway at 75. after it sat for a few hours it started fine and no more light.

my theory: It was wet and snowy when this all happened I think something got wet.

I would like to know what might have gotten wet so I can try and keep it dry... any ideas??? do you have a diffrent theory if so share...
