Thumbs down getting code 33 but wont clear

hey ive got a 92 regal with a 3.1 engine that will start sometimes and sometime it wont. ive changed plugs and wires, ign module, ecm, tps, ips, and gas filter and fuel pump checked ok. also changed map senser 3 times and it still gets 33 code and not idling correctly. i need help from someone who has fixed this problem already. also checked all vacuum lines with no leaks.

Disconnect ther vacuum hose from the map and check with a vacuum gage, engine running, should be about 18" hg, do this quickly as the engine will try to load up with the hose off.
