Water Leak

I noticed a water leak in my 1995 neon this past week. I noticed water going mostly behind the front seat belt pillar and down to my carpet and some of it was running down the front and back pillars. My car does not have a sunroof and I dont have a roof rack. Could it be the window seals that arn't tight enough against the windows?

I allready sealed up the tail lights, it helped somewhat but there is another leak. When i put the garden hose on the car, water was comming in from somewhere over the headliner.
