Exclamation HELP!! 99' Suburban turbo deisel-fuel filter problem!!!

I am getting tired of going back to the mech's shop and they cannot get the fuel filter back on.
The one the took off was an OEM chevy part... I do not remember the part name but it was NOT AC Delco. The one they are trying (10 times now) to put in will not fit:
When you push down on filter it fits into the 'grooves' that are on the top of the housing, but you can see it doesnt quite fit all the way down, it does not 'click' into position. It seems the tower that is in the middle of the filter housing keeps hitting the plastic piece the is in the middle of the filter. That plastic piece does NOT come out, it is part of the filter, wereas the OEM that was taken out had a smaller plastic piece that fell out when filter was removed. At first we all thought it was part of the housing, but no, it was from filter.
Now problem is, I cannot find that particular filter!!! The guy at the dealership says only AC Delcos fit.... wrong! It doesnt~

This filter is made by Wix and is for the 99-02 Suburbans with the 6.5 litre diesel:
