1994 4 Runner Fuel Pressure Problems.

My 1994 4runner has been losing power lately. I checked the fuel pressure which looks correct at idle. However, when you rev up the pressure goes down. I checked the pressure regulator according to the manual and that seems to be working ok. So I went ahead and replaced the fuel pump and filter, that didn't help. I thought that there might be a pluggage in the high pressure fuel line, I started checking the fuel line from the tank all the way up to the delivery pipe. All the lines
are clear, the only component that offered any resistance is the pulsation damper that's between the fuel line and the right hand delivery pipe. Could this be the culprit?. I don't even know how to test it. I would like to hear from anyone that had a similar problem or have some suggestion.

Replace the damper. It is known to be a problem with leakage.
