no parking lights or fogs

I just bought a 94 SC through the dealership i work at, and the lady traded it in because she had no parking lights for night driving. I checked all fuses, but there was no owners manual so I don't know what the big silver fuses are for. Get this- headlights work, as does the brake and directionals, but when you turn the headlight switch to parking light position you get nothing. Also, the liscence plate lights and foglights will not come on. Any ideas?
