'86 Trooper - Broken Steering Wheel?

I'm looking to buy this '86 Trooper (an incredible deal), but details are scant. One thing the person mentioned was that the keys are lost and, quote, "the steering wheel was broken off in trying to turn the wheels with the ignition switch locked up".

Can anyone provide any advice as to what I might be in for to repair this damage? I'm obviously going to have to replace the ignition lock cylinder (how hard will this be to do w/o the keys?). I don't care if the steering column lock is broken, but I do intend to put my life in this vehicles hands so I'd obviously want to repair it to the point of being safe to drive. I know there isn't much to work with here but, just speculating, what kind of damage do you think was done when they turned the wheel? How repairable? Thanks for any advice/suggestions,
