Intermittent stalling after fuel-up

Hello, I am new to this site so be gentle.<grin> I recently purchased a used 98 Malibu LS. The first time I put fuel into the tank I could not get the car to start. I was able to hold my foot on the gas and keep the engine running for a while, then the car will run and start fine until a 1/4 of a tank or next fill-up. IO have tried not filling up all the way and changed fuel pump filter and fuel system cleaner and dry gas. I am at a loss. When the vechicle is less than 1/4 of a tank the vechicle will stall at low idle.
ANY IDEAS??????

I get the same problem on my 1999. It happens at about 1/4 tank. I have filled up and the problem goes away. It won't go faster than 10 MPH even with the gas pedal all the way down. I am thinking it is bad gas. Any help?

Just to add to what I said before... I am noticing that if the key is not held to the "START" position for at least 4 seconds the car will start but then surge in RPMs from 200-1500. If the key is held for at least four seconds the car will start and run smooth SOMETIMES. I have talked with a lot of techs, mechanics, dealerships about this issue. No concrete answers thus far but, everyone is leaning toward the vent line for the gas tank. Does this sound like a possible cause? if so have you seen it before and how did you deal with it? If you have ANY ideas I would like to hear them.
