71 Skylark not starting

I just bought a 1971 Skylark dirt cheap. It seems like a pretty good project. The motor looks like it has a new water pump, altenator, I put new plugs in and the cap and rotor are in good shape. The engine turns over and sounds like it's firing a bit, but doesn't get that one really good fire where it starts. It's almost hesitating and it appears it puffs back through the carb. I checked top dead center and even pulled off the valve cover and watched the valves to make sure that I was about in the right place with the spark plugs on the distributor cap. I played with the timing adjusting the distributor back and forth a bit and nothing made a difference. In looking down the carb and pumping the throttle, there appears to be plenty of gas spraying down there. Does this sound like the timing chain may have skipped a gear?

Id say mabee check your compression and firing order
