code 20 on ecu and starting problems

I bought a 1989 Honda CRX Si about a week ago. My check engine light comes on after about 5 minutes of driving everytime I drive it. When I checked the ecu, I am getting a 20 flash code. The haynes manual says this is an electric load problem and I should consult the dealer. My experience has taught me that the people on this forum normally know more than the dealer. I am also having occasional starting problems. Twice now since I purchased this vehicle, the engine attempts to start, it turns over and over but never cranks. I would think it was the fuel pump, but once the vehicle starts, there isn't even the slightest sputter. When the engine acts up like this, all I have to do is spray a small amount of starting fluid into the intake, and it starts right up. So I have 2 questions. One, what exactly does the code 20 mean? And two, what could possibly be causing this starting problem? Thanks again for the help.
