Question IMRC codes P1538 and P1537

I got a Serv eng soon and checked the codes. The only codes set were P1537 and 1538, IMRC banks 1 & 2 stuck open. I have the factory manual and it says that they should have no vacuum below 1350 RPM and switch to vacuum above that. I replaced The bank 2 side (closest to the radiator) a couple of years back due to a split diaphram and remember this to be true. I stuck my vacuum gauge onto the line and it checked at no vacuum in either condition. I am guessing the vacuum solenoid that controls them may be bad. This is turned on and off by the PCM. My question is.......is it safe to check the voltage at this connector or do I risk blowing out part of the PCM if I do this.....I am assuming I should get 12V above 1350 RPM if the PCM is operating properly. On a side note I did erase the codes and they still have not come back, even though the IMRC is not operating properly.

Problem solved.....after writing this I placed a 12v lamp into the plug and started it up.....light turned on and off letting me know that I was getting the signal from the PCM. Checked incoming vacuum to the switch and I had no vacuum supplied to the switch....found the vacuum connector by the right side fender was loose and reconnected it, now everything works as it should.
