88 240 starting gremlins

1988 240 DL, starting has been problematic for the past few months. It started with the fuel pumps both going bad, replaced them. Then intermitant starting problems, it would start but only when it felt like it - hot, cold, damp, dry, day, night, sitting for a few days or 5 min - didn't matter. Finally figured out that the fuel pump relay was bad. I replaced the relay and it worked fine for a couple weeks.
Now it has died for good and will never start. If i jump the fuel pumps (at the relay connection) with the hose disconected it will shoot out fuel. however when i turn the key and connect a multimeter to the injectors i see no voltage. I'm not sure if the fuel pumps attempt to kick in when turning the key as the noise from the starter pretty much drowns everything out. Also no spark at the coil, i tested the coil with the multimeter again, was a little off from spec but going by the hanes manual which is absolutly terrible. reading i got was: 1.3 ohms primary resistance, 11.93 Kohms secondary resistance. however when the key is turned i'm not getting any reading on the coil's electrical connectors.
I'm thinking the ECM is fried but is there anything i'm missing here? Is there a way to test the ECM?
