Bumper removal

My sister recently wrecked her 97 Elantra. However, only the hood and bumper were damaged. Currently, the actual bumper is cracked and forcing the cover out so it waon't sit flush. My dad and are trying to remove both the front bumper cover and bumper itself, but have run into a problems. We can remove all the normal screws, but there are rivets holding the cover to the splash guard, does anyone know how to remove these?
