best shocks for a 2" drop?

for my '97 integ, which shocks are the best with a 2" drop? i'm gonna either get neuspeed race springs or ground controls, so which springs or shocks would you recommend?

best? absolute best? koni yellows (sport) of course
however the price is not the best
