gas turbine engines

I read in popular science magazine that gas turbine engines are more efficient than 4-strokes (wich makes sense to me) but take a while to spool up and therefore aren't very good for racing. but then they mentioned that using strong electric motors and having the turbine engine powering them and any excess energy would be stored in big capacitors would be one of the best engines. this was in a section about what cars would look like if there were no restrictions on vehicles. they also mentioned adjustable wings. how would you get these to work, would it be the driver that adjusts them or, the way i thought up, have them change for downforce when the brake is applied then when the gas is applied and it gets above a certain speed it changes for good aerodynamics.
