Question OBDII tests not ready??

Hello everyone. I have a 1996 Passat VR6 GLX. Here is the problem...
I live in NY, Long Island. Today i went to inspect my vehicle and it failed the emissions due to the following reasons:

OBD MONITOR READINESS STATUS:
Catalyst: NOT READY
Evaporative System: NOT READY
Secondary Air System: NOT READY
Oxygen Sensor: NOT READY
Oxygen Sensor Heater: NOT READY

The battery was disconnected and then connected a couple of hours later. The car sat for a week after the battery was connected without a start-up.
I drove for 28.4 Miles after the start and On-Board Computer system is still not ready to be tested.
My question is how long do i have to drive (miles/hours) for the OBD to complete all the nessesary tests??? No one seems to know how long it takes and owner's manual says absolutely nothing about it, any ideas would be greatly appreciated. BTW the check engine light comes on and goes off within seconds after the car is started, just like it suppose to. It does not come on or blink when im driving.

Re: OBDII tests not ready?? PLEASE HELP!!

Was the battery disconnected to try to turn of the CEL? Keep on driving & eventualy they will return to ready status or the CEL will come on & give you a code.
