brakes shudder 2001 grand prix

I have just replaced the front pads and turned the rotors. Now there is a shudder in the brakes when I stop going over 40 mph. I have pulled everything off and reinstalled it with no better results. I did buy the cheap pads if that matters. It did not shudder before I changed them. Can anyone tell me if I missed something.
