inner fender

Hey this might sound like a stupid question but I need new fenders for my 89 s10 pickup and was thinking of jcwhitney but does anybody know if the inner fender comes with it? not the tire well but the actual strait pieace that is directly on the inside of the fenders. if not does anybody know where to get them?
