smog failure, need help

i'm in cali btw

my car keeps failing smog after 4 smog checks & 3 repairs...
1st the timing was off, then 1 of my solinoids was bad & my cat was fried.

since the timing was fixed with my tune-up, i replaced the cat with a new highflow and a new solinoid and it still failed. i dont know what else to check. the 2nd solinoid? o2 sensor? could a malfunction in my VAF cas a smog failure?...

on my smog sheet their are 3 items that fail,
NO [ppm] ; CO [%] & HC [PPM]

any people experts in emmisions/smogg area

i have been trying to pass this bitch of a car since may 2004

didn't think anyone would respond to the post, anyway i used 3/4 of my tax refund to fix it. my exaust is stock nothing done to it and that wasn't the problem. i replaced the cat with a new high-flow several months ago & a solinoid and had a test done and still failed, so i took it to a smog repair center and they fixed it. total was $740 including the smog test. my car needed a major tune-up too so i had them do that too whitch helped out.

here is the bill of parts:
1 factory airbox $175.00
1 dist cap $32.95
1 dist rotor $11.60
1 set of NGK plug wires $129.20
6 NGK plat spark plugs $24.00
1 air filter $17.90
1 fuel filter $19.85
===========================
sub-total for parts is $410.50
Labor is $260.00
tax $31.81
===========================
total including smog test is $740.00

the labor included the repair & rerouting of the vacume lines, installation of the airbox, cap & rotor, air and fuel filter & plug wires

the big-ticket items were the airbox, plugwires & the labor. the airbox i can understand the price since it is a hard to find item. the plugs & wires i asked them what they use & they told me for my car they recommend NGK and i said yes . i could of chosen the others maybee msd, but once they told me they had ngk i opted for NGK wires & plug for my car. some of you will say "OUCH !@#$ damm dude" i said the same, but you know, i dont care anymore i got it to pass and thats i'll that maters. only 3 more payments and it's all mine
