Hmm...GTA's have rear discs so I really dont know, but I'd start checking lines and stuff, maybe proportioning. Hand brake's do wear out over time though, I'm sure somebody will be able to help you much more than I have, just give it a few days. AF is a great place.
Edit: I guess you did say you put new cables in for the hand brake, I still dont know then, if the hand brake isn't working, and fluid brakes not working then It's something in the brakes itself isn't it? Maybe your car just has too much torque at idle for your car's brakes to stop the wheels.
