1996 Neon starting problem

All of a sudden my neon has a problem starting, the engine turns over but it keeps turning over wanting to start. Its almost like starting a carb engine. When i am trying to start it and it doesnt I smell a lot of gas. Also its been choking, it will all of a sudden choke and not go anywhere if I stop at a light or something. Could this be the resistive wires? the spark plugs are pretty new, or might this be the EGR valve?
