Diagnostic plugins/computer chips

Do things like Jetchips and devices that plug into your diagnostic port really give you that much of a HP gain? I was watching Spike T.V and It said you can get a 40 HP gain for around 300 bucks...Is this True?..Also this was done a late model mustang GT

Not on a 2.2 or a 2.4 but they do gives gaind, well the plug'ins do (although CRJ will totaly flame me for saying so) There is no way that the air-fule mixture is optimised as stock on any GM. If you do a lot of mods then it will be worthwhile but It's not a good starting point! You can also change shift points with them on Autos and can pull diag codes on some modules. The chips don't work anymore as new PCMs just seem to override the changes. If you boost you car then you will need it or maybe is you do some heavy cam, int, head and breathing work, then you would probably need it for more fuel along with bigger injectors. A lot of people say they don't do anything but with the right mods they do!! My buddy is buying a flashing suite to use on his Grand Am and it's OBD2 so I will get him to do mine and see if it makes a difference and then report back. Also you ideally need to set it up on a dyno!
