Unhappy Blower Motor Out

Well Ive been working on trying to figure out this problem for about a week now, and a very cold week it was with no heat here in Wisconsin...

I had my car parked outside one day and it was probably about 10F so pretty cold and i turn on my heat and nothing happens but a "click" sound when i turn it full blast. So basicly the blower motor isnt working at all because no air works (heat/ac/defrost-nothing)

SO ive tried..
Testing the wire that leads to the blower motor and it says about 9v, which i thought should be ok- I know blower motor is rated 12v so not sure but at least its getting power just not enough?

Getting a new blower motor-didnt help

Switching up the Relays above the fuse box

Check for any blown fuses (none)

and some other playing around.


So im kinda lost on what to try next and might have to break down and take it to the shop where i would certainly get overcharged.
