Unhappy 93 Topaz won't shift out of first?

My daughters 93 topaz will not shift out of first gear. The trans was rebuilt 2 yrs ago so I don't think its an internal trans problem. Does anyone know if some kind of sensor or vacuum module will cause this. My son called a couple of local dealers and they told him it sounded like a problem with some sort of governor, anyone got any ideas? Thanks
