96 Riviera Fuel Pump Relay

My sons 96 Riviera wouldn't start this morning. It had been running fine and then this morning it turns over but no fire. The fuel pump relay under the back seat clicks as long as the key is on now and it never did before. I took the gas cap off and listened when he turned the key on and I can hear the pump running in there as long as the key is on. We replaced the relay but it did the same thing. Any thoughts would be appreciated.
