I have a 1996 ford windstar and I want to change the fuel filter and one side comes right off but the other side will not budge is there a secret to getting it off?

You are on the right track. These are "use once" clips. Make sure you've got a clip to replace the one you are about to force off! Then force it off. If you're in a bind, (you've already forced it off and have no replacement for it) replace the filter, shove what is left of the old clip back in the slots, and wrap it in place with some electrical tape. Then, make sure you find a new clip soon.
