Photoshop Wont Work Properlly Anymore

i cant make any more cars in photoshop cuz if i make a new layer to do something like copy a part paste a new layer to put over a handle of something it wont work cuz it just goes back to the background base i tried duplicating it and delete the real background layer but it didnt fix it...thanx in advance

I don't know what to tell ya bro,try reinstalling it(If you got it the honest way) I had a similar problem and that fixed it.
